liblinphone-dev software package provides Linphone web phones library - development files, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install liblinphone-dev
liblinphone-dev is installed in your system.
Make ensure the liblinphone-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep liblinphone-dev *
You will get with liblinphone-dev package name, version, architecture and description in a table
