liblilv-dev software package provides library for simple use of LV2 plugins (development files), you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install liblilv-dev
liblilv-dev is installed in your system.
Make ensure the liblilv-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep liblilv-dev *
You will get with liblilv-dev package name, version, architecture and description in a table
