liblicense-cli software package provides Command line interface for license metadata, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install liblicense-cli
liblicense-cli is installed in your system.
Make ensure the liblicense-cli package were installed using the commands given below,
$ sudo dpkg-query -l | grep liblicense-cli *
You will get with liblicense-cli package name, version, architecture and description in a table
