liblas-c-dev software package provides ASPRS LiDAR data translation library - C development files, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install liblas-c-dev
liblas-c-dev is installed in your system.
Make ensure the liblas-c-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep liblas-c-dev *
You will get with liblas-c-dev package name, version, architecture and description in a table
