liblapack-pic software package provides Library of linear algebra routines 3 - static PIC version, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install liblapack-pic
liblapack-pic is installed in your system.
Make ensure the liblapack-pic package were installed using the commands given below,
$ sudo dpkg-query -l | grep liblapack-pic *
You will get with liblapack-pic package name, version, architecture and description in a table
