libjpeg-dev software package provides Development files for the JPEG library [dummy package], you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libjpeg-dev
libjpeg-dev is installed in your system.
Make ensure the libjpeg-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libjpeg-dev *
You will get with libjpeg-dev package name, version, architecture and description in a table
