libjack0.100.0-dev software package provides virtual package provided by libjack-jackd2-dev, libjack-dev, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libjack0.100.0-dev
libjack0.100.0-dev is installed in your system.
Make ensure the libjack0.100.0-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libjack0.100.0-dev*
