libipset3 software package provides library for IP sets, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libipset3
libipset3 is installed in your system.
Make ensure the libipset3 package were installed using the commands given below,
$ sudo dpkg-query -l | grep libipset3 *
You will get with libipset3 package name, version, architecture and description in a table
