libics0-dev software package provides virtual package provided by libics-dev, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libics0-dev
libics0-dev is installed in your system.
Make ensure the libics0-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libics0-dev*
You will get with libics0-dev package name, version, architecture and description in a table
