libibcm-dev software package provides Development files for the libibcm library, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libibcm-dev
libibcm-dev is installed in your system.
Make ensure the libibcm-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libibcm-dev *
You will get with libibcm-dev package name, version, architecture and description in a table
