libi2c-dev software package provides userspace I2C programming library development files, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libi2c-dev
libi2c-dev is installed in your system.
Make ensure the libi2c-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libi2c-dev *
You will get with libi2c-dev package name, version, architecture and description in a table
