libhz-dev software package provides Headers and static libraries for zh-autoconvert, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libhz-dev
libhz-dev is installed in your system.
Make ensure the libhz-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libhz-dev *
You will get with libhz-dev package name, version, architecture and description in a table
