libhts1 software package provides C library for high-throughput sequencing data formats, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libhts1
libhts1 is installed in your system.
Make ensure the libhts1 package were installed using the commands given below,
$ sudo dpkg-query -l | grep libhts1 *
You will get with libhts1 package name, version, architecture and description in a table
