libhighgui-dev software package provides Translation package for libhighgui-dev, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libhighgui-dev
libhighgui-dev is installed in your system.
Make ensure the libhighgui-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libhighgui-dev *
You will get with libhighgui-dev package name, version, architecture and description in a table
