libh323-dbg software package provides H.323 aka VoIP library development debug files, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libh323-dbg
libh323-dbg is installed in your system.
Make ensure the libh323-dbg package were installed using the commands given below,
$ sudo dpkg-query -l | grep libh323-dbg *
You will get with libh323-dbg package name, version, architecture and description in a table
