libh323-1.24.0 software package provides H.323 aka VoIP library, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libh323-1.24.0
libh323-1.24.0 is installed in your system.
Make ensure the libh323-1.24.0 package were installed using the commands given below,
$ sudo dpkg-query -l | grep libh323-1.24.0 *
