libgnustep-base-dev software package provides GNUstep Base header files and development libraries, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libgnustep-base-dev
libgnustep-base-dev is installed in your system.
Make ensure the libgnustep-base-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libgnustep-base-dev *
You will get with libgnustep-base-dev package name, version, architecture and description in a table
