libglfw3-dev software package provides portable library for OpenGL, window and input (development files), you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libglfw3-dev
libglfw3-dev is installed in your system.
Make ensure the libglfw3-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libglfw3-dev *
You will get with libglfw3-dev package name, version, architecture and description in a table
