libghc-data-binary-ieee754-dev software package provides parser/serialiser for IEEE-754 floating-point values, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libghc-data-binary-ieee754-dev
libghc-data-binary-ieee754-dev is installed in your system.
Make ensure the libghc-data-binary-ieee754-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libghc-data-binary-ieee754-dev*
