You can uninstall or removes an installed libghc-cmdargs-dev-0.10.9-5f60 package itself from Debian 8 (Jessie) through the terminal,

$ sudo apt-get remove libghc-cmdargs-dev-0.10.9-5f60

Uninstall libghc-cmdargs-dev-0.10.9-5f60 including dependent package

If you would like to remove libghc-cmdargs-dev-0.10.9-5f60 and it's dependent packages which are no longer needed from Ubuntu,
