You can uninstall or removes an installed libghc-chell-dev-0.4-1e930 package itself from Debian 8 (Jessie) through the terminal,

$ sudo apt-get remove libghc-chell-dev-0.4-1e930

Uninstall libghc-chell-dev-0.4-1e930 including dependent package

If you would like to remove libghc-chell-dev-0.4-1e930 and it's dependent packages which are no longer needed from Ubuntu,

$ sudo apt-get remove --auto-remove libghc-chell-dev-0.4-1e930
Use Purging libghc-chell-dev-0.4-1e930

If you use with purge options to libghc-chell-dev-0.4-1e930 package all the configuration and dependent packages will be removed.

$ sudo apt-get purge libghc-chell-dev-0.4-1e930
