libgctp-dev software package provides General Cartographic Transformation Package - development files, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libgctp-dev
libgctp-dev is installed in your system.
Make ensure the libgctp-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libgctp-dev *
You will get with libgctp-dev package name, version, architecture and description in a table
