libfap5 software package provides APRS Parser, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libfap5
libfap5 is installed in your system.
Make ensure the libfap5 package were installed using the commands given below,
$ sudo dpkg-query -l | grep libfap5 *
You will get with libfap5 package name, version, architecture and description in a table
