libebur128-dev software package provides implementation of the EBU R128 loudness standard (development files), you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libebur128-dev
libebur128-dev is installed in your system.
Make ensure the libebur128-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libebur128-dev *
You will get with libebur128-dev package name, version, architecture and description in a table
