libdatetime-format-w3cdtf-perl software package provides module to parse and format W3CDTF datetime strings, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libdatetime-format-w3cdtf-perl
libdatetime-format-w3cdtf-perl is installed in your system.
Make ensure the libdatetime-format-w3cdtf-perl package were installed using the commands given below,
$ sudo dpkg-query -l | grep libdatetime-format-w3cdtf-perl*
