libdatetime-format-iso8601-per software package provides module to parse ISO8601 date and time formats, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libdatetime-format-iso8601-per
libdatetime-format-iso8601-per is installed in your system.
Make ensure the libdatetime-format-iso8601-per package were installed using the commands given below,
$ sudo dpkg-query -l | grep libdatetime-format-iso8601-per*
