libcpufreq0 software package provides shared library to deal with the cpufreq Linux kernel feature, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcpufreq0
libcpufreq0 is installed in your system.
Make ensure the libcpufreq0 package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcpufreq0 *
You will get with libcpufreq0 package name, version, architecture and description in a table
