libcommons-codec-java software package provides encoder and decoders such as Base64 and hexadecimal codec, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcommons-codec-java
libcommons-codec-java is installed in your system.
Make ensure the libcommons-codec-java package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcommons-codec-java *
You will get with libcommons-codec-java package name, version, architecture and description in a table
