libcob1 software package provides COBOL compiler - runtime library, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcob1
libcob1 is installed in your system.
Make ensure the libcob1 package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcob1 *
You will get with libcob1 package name, version, architecture and description in a table
