libcinnamon-menu-3-dev software package provides Cinnamon implementation of the freedesktop menu specification, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcinnamon-menu-3-dev
libcinnamon-menu-3-dev is installed in your system.
Make ensure the libcinnamon-menu-3-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcinnamon-menu-3-dev *
You will get with libcinnamon-menu-3-dev package name, version, architecture and description in a table
