libcinnamon-control-center-dev software package provides utilities to configure the Cinnamon desktop, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcinnamon-control-center-dev
libcinnamon-control-center-dev is installed in your system.
Make ensure the libcinnamon-control-center-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcinnamon-control-center-dev*
You will get with libcinnamon-control-center-dev package name, version, architecture and description in a table
