libblas-common software package provides Dependency package for all BLAS implementations, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libblas-common
libblas-common is installed in your system.
Make ensure the libblas-common package were installed using the commands given below,
$ sudo dpkg-query -l | grep libblas-common *
You will get with libblas-common package name, version, architecture and description in a table
