libapq4-dev software package provides Pluggable Ada 95 Binding to various database systems (development), you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libapq4-dev
libapq4-dev is installed in your system.
Make ensure the libapq4-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libapq4-dev *
You will get with libapq4-dev package name, version, architecture and description in a table
