kannel-dev software package provides WAP and SMS gateway headers and development files, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install kannel-dev
kannel-dev is installed in your system.
Make ensure the kannel-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep kannel-dev *
You will get with kannel-dev package name, version, architecture and description in a table
