isc-dhcp-dev software package provides API for accessing and modifying the DHCP server and client state, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install isc-dhcp-dev
isc-dhcp-dev is installed in your system.
Make ensure the isc-dhcp-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep isc-dhcp-dev *
You will get with isc-dhcp-dev package name, version, architecture and description in a table
