ipset-6.23 software package provides virtual package provided by ipset, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install ipset-6.23
ipset-6.23 is installed in your system.
Make ensure the ipset-6.23 package were installed using the commands given below,
$ sudo dpkg-query -l | grep ipset-6.23*
You will get with ipset-6.23 package name, version, architecture and description in a table
