You can uninstall or removes an installed how-can-i-help package itself from Debian 8 (Jessie) through the terminal,

$ sudo apt-get remove how-can-i-help 

Uninstall how-can-i-help including dependent package

If you would like to remove how-can-i-help and it's dependent packages which are no longer needed from Ubuntu,

Use Purging how-can-i-help

If you use with purge options to how-can-i-help package all the configuration and dependent packages will be removed.
