hamlib-utils software package provides virtual package provided by libhamlib-utils, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install hamlib-utils
hamlib-utils is installed in your system.
Make ensure the hamlib-utils package were installed using the commands given below,
$ sudo dpkg-query -l | grep hamlib-utils*
You will get with hamlib-utils package name, version, architecture and description in a table
