dh-apache2 software package provides virtual package provided by apache2-dev, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install dh-apache2
dh-apache2 is installed in your system.
Make ensure the dh-apache2 package were installed using the commands given below,
$ sudo dpkg-query -l | grep dh-apache2*
You will get with dh-apache2 package name, version, architecture and description in a table
