cli-runtime software package provides virtual package provided by mono-runtime-common, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install cli-runtime
cli-runtime is installed in your system.
Make ensure the cli-runtime package were installed using the commands given below,
$ sudo dpkg-query -l | grep cli-runtime*
You will get with cli-runtime package name, version, architecture and description in a table
