apache2-prefork-dev software package provides virtual package provided by apache2-dev, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install apache2-prefork-dev
apache2-prefork-dev is installed in your system.
Make ensure the apache2-prefork-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep apache2-prefork-dev*
You will get with apache2-prefork-dev package name, version, architecture and description in a table
