libcupsys2-dev software package provides virtual package provided by libcups2-dev, you can install in your Debian 7 (Wheezy) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcupsys2-dev
libcupsys2-dev is installed in your system.
Make ensure the libcupsys2-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcupsys2-dev*
You will get with libcupsys2-dev package name, version, architecture and description in a table
