libcnf-dev software package provides library for C and Fortran mixed programming, you can install in your Debian 7 (Wheezy) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcnf-dev
libcnf-dev is installed in your system.
Make ensure the libcnf-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcnf-dev *
You will get with libcnf-dev package name, version, architecture and description in a table
