libcgi-application-plugin-requ software package provides plugin enforcing that certain run modes must be SSL secured, you can install in your Debian 7 (Wheezy) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcgi-application-plugin-requ
libcgi-application-plugin-requ is installed in your system.
