libc6-dev software package provides Embedded GNU C Library: Development Libraries and Header Files, you can install in your Debian 7 (Wheezy) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libc6-dev
libc6-dev is installed in your system.
Make ensure the libc6-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libc6-dev *
You will get with libc6-dev package name, version, architecture and description in a table
