lib32c-dev software package provides virtual package provided by libc0.1-dev-i386, libc6-dev-i386, libc6-dev-s390, you can install in your Debian 7 (Wheezy) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install lib32c-dev
lib32c-dev is installed in your system.
Make ensure the lib32c-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep lib32c-dev*
You will get with lib32c-dev package name, version, architecture and description in a table
