kdepimlibs5-dev software package provides development files for the KDE Development Platform PIM libraries, you can install in your Debian 7 (Wheezy) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install kdepimlibs5-dev
kdepimlibs5-dev is installed in your system.
Make ensure the kdepimlibs5-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep kdepimlibs5-dev *
You will get with kdepimlibs5-dev package name, version, architecture and description in a table
