iproute-dev software package provides networking and traffic control tools - development files, you can install in your Debian 7 (Wheezy) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install iproute-dev
iproute-dev is installed in your system.
Make ensure the iproute-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep iproute-dev *
You will get with iproute-dev package name, version, architecture and description in a table
