initrd-preseed software package provides load debconf preseed file from /preseed.cfg on the initrd, you can install in your Debian 7 (Wheezy) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install initrd-preseed
initrd-preseed is installed in your system.
Make ensure the initrd-preseed package were installed using the commands given below,
$ sudo dpkg-query -l | grep initrd-preseed *
You will get with initrd-preseed package name, version, architecture and description in a table
