frei0r-plugins-dev software package provides minimalistic plugin API for video effects, header files, you can install in your Debian 7 (Wheezy) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install frei0r-plugins-dev
frei0r-plugins-dev is installed in your system.
Make ensure the frei0r-plugins-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep frei0r-plugins-dev *
You will get with frei0r-plugins-dev package name, version, architecture and description in a table
